The lead form limit is the real gate. Starter caps you at two live forms, which is fine for a single service business with one enquiry path. The moment you want a separate form per service, per package or per landing page, you are on Premium at $109 - not because of features, but because of a counter.
Who it suits: a service business that sends proposals, contracts and invoices to the same client and wants one thread instead of three tools. Designers, photographers and consultants are the core audience, and the $29 tier is honestly enough for most of them for the first year.
